Electric panel maximum height

Is there a maximum height for the electric panel? One of yesterday’s inspections had the bottom edge of the panel at 6’6".

Could be wrong but was thinking the main switch in a panel was limited to a height of 6-7 without getting into special conditions.

I just called it out as a safety hazard (just?) due to it not being readily (easily) accessible, even for me at 6’3". Vegetation and gas meter below it didn’t help matters either.

It’s a good thing my grandmother didn’t live in that house. She was 4’8", and she loved step ladders. And I can see her getting her hurricane lamp and stepladder and going outside to turn off the circuit breaker to the bathroom while she put in a new light fixture.
