No. There are EPA requirements.

Are you sure they weren’t asking about EMP, sometimes known as, electrical + mechanical + plumbing inspection?
Its a requirement here in Vermont to do EMP inspections for lead paint on apartment buildings older than 1978… so Im pretty sure she was asking for that…
