hi

When you have standing water or just alot of dampness around the inside perimeter or parts of it in the crawl space , but there are no active leaks

is this due to bad grading around the house which causes water towards the foundation or what? thanks

It can be any combination of the following:

wrong grading, no gutters, gutter downspouts not directed away from foundation or ground water seeping up. Also can be a broken water pipe under ground.

thanks so much i kinda thought so.

how do you inspectors write something like this up on your report?

Do you call for further evaluation and from who?

Depends on the particular situation, usually can just recommend evaluation by qualified tradesman to first correct gutters, downspouts and then evaluate if further actions such as grading are needed.
