Fascia kickout as drip edge

So I had a roofer tell me that drip edge flashing was not needed because the fascia had a 1/2 inch kickout. Has anyone heard that before?

what about missing gutters as well. drip edge needs to be installed, that roofer is a hack. water will curl over the shingles and water will get behind the fascia and rot out the roof sheathing. You did your job to call it out, Stand your ground. just look up the shingle manufacture install requirements, also look up your jurisdiction building codes for roofing. drip edge and ice and water shield may be required. But Cant tell the age of the roof by your photo, but if its a new roof, needs drip edge and ice and water shield at the perimeter and valleys.
