Here is a graphic I use to show why grouting masonry blocks on manufactured homes is not warranted. The joint with the smallest static friction factor will be the first joint to move due to horizontal wind forces. You can see the highest friction factors is between the masonry blocks or the masonry block with the concrete footing. The weak link is typically at the wood shims unless you have a steel on steel arrangement.
