Should a shut off for gas fireplace be inside hot fireplace near (6-12in)
flames? Seems if there was an issue it would be pretty tough to turn off.
I do not think that valve is intended to be used when the fireplace is in operation no matter its location inside the firebox. It is a service valve. Emergency shut off should occur at the main.

google says no- Can you install a gas valve inside the fireplace?

Just cuz it’s done…don’t mean its right.
I had a listing agent tell me the other day that gutters are optional as he pointed to the neighbors gutterless house…i pointed to the erosion around the house.
That’s an important point. It should not be in a gas starter solid fuel fireplace.

The code does not state that the required shutoff valve has to be located external to an appliance cabinet, enclosure or housing;

I’ve never seen plastic cap handles in a firebox. Is this common too? It appeared in the photo it was a plastic handle for the valve.
The shutoff valve shall be located in the same room as the appliance. The shutoff valve shall be within 6 feet (1829 mm) of the appliance, and shall be installed upstream of the union, connector or quick disconnect device it serves.
