Trying to make sense of this breaker wiring. The breaker worked properly when tested both using the test button and tripping with tester. Is this correct?

It’s from the factory that way.

1 neutral goes to the load neutral, 1 goes to the neutral bar, 1 hot goes to the load hot, and then there’s a factory installed black jumper conductor.
