My first question would be why do you need to identify the manufacturer?
Second comment is: It would be nice to have a photo that can be enlarged to zoom in on things in order to attempt to help you.
Florida 4 Point Inspections require the manufacture. I don’t have any other photos.

I don’t recall ever seeing so many plastic snap-in bushings in a panel from 1978.

Looks like an I-T-E / Gould from 1978 build
Whatever the manufacturer, this is a sub-panel, not a main panel.
It is a Main panel with the main disconnect on an exterior wall, I couldn’t open the disconnect panel due to rust and other things, but the neutral to ground bonding showed a high resistance open indicating a poor or missing neutral to ground bond at the disconnect.
I can’t see any details in the pic, but you were there, what brand name were most of the breakers?
Yeah, it is or at least it’s got a handful of Siemens breakers in it.
QT breakers fit in a handful of boxes though, so it could be something else.
