Horizontal displacement in block wall foundation

1920’s bungalow, paint and parging throughout with shifting? Mainly the lower wall protruding from the upper in the middle of walls but also the upper overhanging near one corner. No substantial cracking in plaster walls above.
Asking advice for recommendations.



The uniformity and differing materials makes me think it was built that way. I’ve seen that a lot in may area. Short concrete foundation with CMU wall on top.

Any concerns with this staining? I did see a dry box on the floor but possible moisture stains on the floor nearby,

I was not there, but if you see bowing or shifting, then it should be reported.
