The picture is of a Radiator and not a Boiler.

Recommend service to bleed off the air if these are Hot Water Radiators and not Steam Radiators.

The home owner says they do do this, so i did not.

I note the radiators that are cool. I do not bleed the radiators as part of a Home Inspection.

Bleeding them would be a part of regular service and maintenance for the system.

Keep in mind, that it can take close to 20 minutes for radiators (in certain areas of the home) to heat up. Radiators that are last in the run take the longest.

I've had many that do not radiate heat, period. I do not adjust any valves. I simply write up which radiators are not functioning.

Many coats of paint drops the efficiency.
I tell this and recommend that if needed to strip and repaint
