Was doing a home inspection with two disconnects and two main panels that also fed individually to sub panels today. On one of the disconnects I saw what appears that there is no ground wire, and the neutral wire was disconnected. I did not find any receptacles that were not properly grounded or have neutral connected with electrical tester… Interesting…
A lot of missing info here, but let’s start with this question. Are there any 120v loads associated with this panel?
It is difficult to trace the conductors in your photo, but raises some questions for me as well. I assume that your photo is on its side and the distribution panel is above (or on the right). Is the white taped conductor in my yellow circle bonded to grounding conductor in the distribution panel? And where does the longer white wrapped “neutral” go?
The outlets can show grounded because of other grounding like to the water bond.
Is that Neutral Bus "bonded " to the panel enclosure, or…??

Yes, the photo is sideways. The area to the right (top in picture) is the meter bank. There is a second disconnect, servicing 2nd main ( and sub ran from that main) on the opposite side of meter bank. I am seeing independent ground going from this disconnect to it’s main panel, and the Neutral is not connected in this disconnect.
