Hydro-pneumatic tanks that large are typically used for irrigation systems. They are large so that the pumps do not short-cycle and overheat the motor. I bet this place had a verical lineshaft well pump with at least a 25HP motor.
Of course, It may be large so that there is 10 minutes of chlorine contact time to disinfect the Brazos River water it holds.
