I saw this service panel today and I cannot see that the neutral and the ground are bonded. it looks to me like it does not have a bounded neutral. Would you agree?

Typically a green screw will indicate the bond point, if I am understanding your question correctly.

I agree with Ryan.
From here it appears that the neutral bus is bonded to the panel via the green screw.

is this the service panel? Or a sub panel? It is only 100 amp, and if it is a subpanel, its wrong.
