Kevin…are you sure this is the service equipment? I don’t see any grounding conductors at the “floating” neutral bar. Can you describe the home and the panel and service disconnect locations?

Will, simple continuity may not be enough to prover the service is properly bonded.
You may have an incidental connection that is not sufficient to clear a fault.
You really need to identify the 250-66 sized bonding jumper.
In the case of this panel I don’t see one. I am guessing this is load side equipment (sub panel). The wire going to the enclosure still looks small and it does not terminate in a listed lug.
110.14(A) Terminals. Connection of conductors to terminal parts shall ensure a thoroughly good connection without damaging the conductors and shall be made by means of pressure connectors (including set-screw type), solder lugs, or splices to flexible leads. Connection by means of wire-binding screws or studs and nuts that have upturned lugs or the equivalent shall be permitted for 10 AWG or smaller conductors.
