This home is from 1940s is this a form of wood shavings for the insulation or some other product?
Either wood shavings or Carrot Top did some trimming.

Yes, wood shavings. They used this stuff back in the day before they had cellulose and fiberglass.
Not only does it has a very low R-value, it’s most likely flammable and it attracts WDIs.

Balsam or Silva wool. Both were made from shredded wood.

It is estimated that balsam wool has an R value of about 2 to 3.5 in loose fill and about 2 to 3.25 in batts.
