I was looking through Northbrook’s Amendments to the NEC but there’s nothing. So codewise…it’s legit. If you feel that it’s a safety concern, write it up. Personally, I would still feel comfortable working in that panel. Here’s Northbrook’s Municipal Codeif you’re interested.
