Marcel, to answer your question, I was concerned it was a block bond beam that had been modified. I could not see that it was a concrete lintel.
Sorry for any confusion.

As for the CMU block wall in image 20151102_091142.
They are cobbled over lower CMU units.
The cobble space rule would apply or am I mistaken.

Our precast lintels down here are u-shaped and filled with one #5, which is then poured with grout at the same time the bond beam is poured.

I don’t see how this passes inspection without an engineer being involved. If this were a buyer’s inspection, I would have written:

“Non-prescriptive foundation elements observed in the crawlspace, including the use of a precast lintel for wall support and soil restraint. Soil and back fill displacement observed. Recommend that the seller produce the approved construction permit and certificate of occupancy for the home, and sealed supporting documentation from the engineer of record.”

I wouldn’t go on record saying this is ok, even if your gut tells you so. It’s an obvious non-prescriptive method. If you bless it, and something happens, you’ll likely find your name added to the list of defendants. Why take the risk?
