I know this is not our jobs, but if it were, how would you fix this? I only pointed out the missing fasteners and recommended structural engineer confirm proper load capacity.
It is an engineered floor system and needs engineered plans to verify present condition or some repair.

I agree with @lkage . This needs to be referred back to the engineer.
Remember that the hangers themselves are an ‘engineered component’ by the manufacturer, and the Manufacturer stipulates that EVERY HOLE must have a (proper and appropriate) fastener in it for the hanger to function as engineered!
The fact that there are an estimated 10 holes without a fastener, (in just the one single showcased hanger), states alot about the quality of that floor system as a whole!
Yeah, in my opinion, it appears to be a substandard field modification. The shim is another clue. I would confidently bet there are more issues.
That adhesion material is common in my area to reduce squeaks.
Interesting… If the proper hangers are used and it’s fastened correctly, you’d think it wouldn’t squeak.
Can’t say I’ve ever seen it used on hangers, just sub-floor decking and the backside of drywall in certain situations.
