We are still seeing it now. There are a lot of guys out there that just dont know how to do them right. Pictures are a great way to verify.

They simply grab a stock photo and put it in place in the report.

He does not get it. They are to PROVE when people do them wrong. If the pictures do not match the home they prove fraud. Without pictures you can just say I did not know what I was doing or I though differently.
You and I both know we can read other’s reports and tell if they know what they were doing. If someone puts hip and there is a big flat section, they are lying or do not know what they are doing. I can tell form across the attic if a nail is 6d or 8d. If you write 8d and it is 6d but your picture shows 6d you are lying. We use images as a QA also, if the answers do not match the picture the inspector gets an email with appropriate questions.
Yes you can mark a truss anyway you want and take a picture to back-up whatever you want to put in the report. Insurance companies get to know who shortcuts the system and they monitor those more. They begin to develop a picture of who commits fraud, who has no clue and yes those that do them right. I know because we talk with the underwriters and senior analysts to find where the issue developed.
Many do not realize that in the beginning many inspectors did not even go the the property. They usually did not go in the attic. This is part of the reason why the pictures became a crucial part of the inspection process. There were people that were only going to do them for a few weeks/months they were the worst offenders.
If you can not get a picture you should be marking Unknown or undetermined. Insurance companies do not accept the WAG method and neither do I. Most of the images can be faked and some do not prove much(like a re-nailed, originally stapled roof). They do prove or disprove that you went there and looked. I do not know the statistics but I bet it cut the fraud at least in half.
If you do not like doing the job, then do not do it. If it is unsafe then mark unknown or undetermined. But for gods sake move on. OIR and the insurance companies have no control over your licensee. They can not just pull your license because they think your a lying “scumbag” Their only re coarse is rejection, and the best way to start is picture proof.
