Guess what this one is made from?
It looks like PVC, to floor level, filled with concrete that will snap right off, at floor level, when it is bumped because there was no reinforcing rod/footing put in properly? JAWAG 
Hollow PVC pipe. =D>
They could have saved even more money and used a broomstick.
