What are we looking at in that image? Where is it located and what concerns do you have?
sump pump, basement, and I’ve never seen one without being capped or fitted plumbing…
Tell them they have water in the sump pit, that needs to be pumped out, missing sump pump. Must be piped to exterior with backflow preventer.
If not addressed, could flood basement

Like already stated sump pit is full and someone runs the risk of a flooded basement/crawlspace.
The capped pipe is most likely for a vent and unless is a sewage ejector, and you would know if it was, not required to vent out in most areas.
