Does anyone remember or know what year the garage door to house was required to have self closing device installed? I am pretty sure it is 1990 but just want to be sure.

Thanks to the NAHB and the NAR lobby, it changes constantly.
It seems to have flip-flopped half a dozen times since the early ninety’s!
I don’t bother attempting to identify years of compliance.
It’s a safety thing… today. Period. It get’s reported!
Last time I checked all doors for fire separation required a self closing mechanism to return the door to the sealed position. As Jeff said, these things constantly change.
In Canada a Fire Separation is not required for garage door into house. It is only rated for fume barrier protection.

Keep in mind that if you are looking to codes that not every municipality adopts national codes and many that do like to tweak them so they can justify their building department.
Unfortunately I did not find the answer I was looking for. I appreciate everyones help and comments but I will have to look elsewhere or buy a 1990 Ontario Code Book.
