Plumbing through foundation wall

This is a sewage line penetrating the foundation wall. I’m trying to find information on whether this needs to be sleeved or not and I can’t find the specifics of this situation.
I don’t think this is an issue at all but the pipe is resting on the bottom side of the hole and its real rough edged. There’s another water line (PEX) running through another wall and that one is sleeved.

Actually I found exactly what I was looking for.
“A pipe that passes through a foundation wall shall be provided with a relieving arch, or a pipe sleeve shall be built into the foundation wall. The sleeve shall be two pipe sizes greater than the pipe passing through the wall.” IRC P2603.4
