It appears to be a second story attempted balcony as you can see windows below, left, with foliage grown under them. Would estimate this is definitely more than 30" to grade.

Alright Gerry, you need to add 1070mm (3'6") to your options, 'cause that's what would be required in Ontario for anything higher than 5' 11"off the ground.

hey Gerry,

we need the taller railings. When you drink beer that actually has some kick to it (not intneded as a plug for Molsons new beer), you need taller railings to keep you from falling down.

Since Coors and Molsons teamed up, I suspect the water taps are going all out trying to get the beer to conform to American specifications.
