Question about application of parging over housewrap

Hello Folks, Inspected a house today. The builder initially poured the foundation as per the wrong floor plan, then extended the foundation cut to add a window in the basement. He covered up the opening beside the window with a wooden box & added house wrap to it. I asked him what kind of wall covering he would be putting on the house wrap & he said he would apply parge coating on it. My question is if the parge coating will bond permanently to the house wrap or not? never been in this situation.

Verrrry interesting. I think your concerns are justified.
Parging flakes off of foundations (at least around here). I think that lathe will be needed for any chance of the parging to stay in place for more than a few years. Think traditional stucco. Parging is similar and may not stick very well to the housewrap.
The wrap appears to be in four strips adhered along the bottom edge of each strip. That’ll probably work, but sure a lot of work for a small area.
In any event, it looks well sealed but the parged finish should be open at the bottom (weep screed) for the inevitable water that will find a way behind the parge coating.
I’d advise my client that I have some doubts and it might fail in the next few years as planned by the builder.

No that is not going to work. Now if the builder made that a real stucco wall it would work. Just a parge coat which is two parts sand and one part Portland cement will not last. The best thing would be to fill that hole in with masonry, like CMU or similar block cut to size. and then waterproof and then a parge coat.

The house wrap will not work once the cement based parging is applied. You have to apply two layers sacrificing the outer layer.
