Questionable rubber flashing for pellet stove chimney

Is the pictured rubber flashing approved for the pictured chimney pipe?
The manufactured chimney is being used for a pellet stove.
In the past I’ve seen storm collars used as flashing for these manufactured chimneys if I’m not mistaken.

Should be a high-temp boot. I’ve always wondered about the storm collars as well, but haven’t found anything definitive.

Sealant is sloppy applied.
No storm collar.
The high temperature roof boot flashing not optimally positioned. The high temperature roof boot flashing has contracted or slid down the manufactured insulated steel chimney, close to the metal roof seam creating a crease that can hold bulk water.
Visible Creosote a byproduct of incomplete combustion in the cap behind the ember arrestor screen.
Roof manufactured insulated free standing chimney brace kit not required.
Just my 2 cents.
Wait for others to chime in.

That boot is ready for replacement due to age. Additionally, the boot does not appear to be a high temperature rated material. Recommend replacing it with a red silicone high temp boot.

The insulated double walled chimney appears to being aging gracefully.
Insulated stainless steel chimney liners, often referred to as double-wall chimneys, can last anywhere from 15 to 25 year, or even longer, dependent upon the use and how often maintained.
Typically/usually high temp boot kits may have similar life expectancies, or one would reasonably think the installer would use common sense and pair the two components life expectancy therein.
Roofjack high temp roof boot kit. 20 year life expectancy.

No storm collar with those boots. Make sure to check the caulk at the steel roofing ribs. Those boots are caulk dependent. They are typical for steel roofs.

Caulk at the chimney/boot interface is not typical and is an indication of a problem. Did you see signs of leakage in the attic or ceiling?

Access in the attic was limited due to obstructions and I was unable to observe it there.

I stopped reading much into that long ago. Some roofers just do it out of extreme caution and ignorance during installation. Just an opinion for consideration.

Ditto, absolutely true. Instead of “a problem” I should have said “further investigation”.
