It is an inlet. A cord is plugged into a standard receptacle and the inlet. An in wall cable carries power up to the receptacle behind the tv mount.
Another dumb idea from Amazon. I can install an outlet by the TV bracket for lots less than $85.00. You’re still going to have to cinch the TV power cord up out of sight and have a cord on the floor to trip over. If your HDMI cable comes out at the floor where do you put your reciever?

These types of devices also allow you to feed power to the TV from a power conditioner located at the AV receiver. I had a similar setup in my home theater where the inlet was used to provide conditioned power to the projector.
The one at the bottom of the wall is male. What is it for?
Are these male outlet hot all the time?

The male ‘inlet’ at the floor is only hot when you jumper it with an extension cord from the adjacent normal outlet. Look at the Amazon link JJ posted.
Think of the whole contraption more or less like an extension cord built into the wall to move power from the floor to the TV level.
The male end of a cord or inlet should never be hot.
At the other end of that inlet was a receptacle at the projector. A short cord connected the male inlet to a rack mounted power conditioner. The inlet cannot be energized without the cord inserted.
…on the other side of a stud that separates the inlet from a room receptacle. Otherwise, just wire up from the existing room receptacle to the new receptacle above if it is in the correct stud cavity going up, eh?

“Never” is a Word I Never Use…
It very well Could be energized if someone were to simply use this type of setup and plug in the Male end of an Extension Cord to the female end (not understanding what the hell is going on with the set-up) as even an HI here is admitting to never seen or why). Of cource we have never seen anyone (home owner) do something Stupid and not use equipment as designed)…This is very much like what happens (kills people) with the very dangerous cords sold for “Back feeding” a Generator. https://www.youtube.com/watch?v=9kjpS1vfGio
