It looks like a simple junction box. If this is from your other post with the main and meter in the alley, then it’s likely to be the responsibility of the home owner as it is well past the meter (where utility responsibility usually ends).

It looks like a junction box, but given your description of the set-up (the long distance between panels) this is probably what the local sparkys would call a “pull box”. It may be there just as a place to pull wires in before actually going father on to the panel.

With an overhead service drop it's normally the "service point", the attachment between the utility company's service drop and the service entrance conductors just before they enter the weatherhead.
With underground laterals, it's not so clear but, yes, anything after the meter is usually the homeowner's.
