Hello. A newbie here. First forum question.
I inspected a Sylvania panel that is not zinsco design in a 1984 home. Ive spent a couple hours now researching for the best wording to use in a comment. Still not confident in what to say. Looking for some input and possible key points to include in my comments. My report identifies the mis-matched breakers as a defect, but not sure how to identify and comment on the panel.
I highly appreciate any assistance.
“Panel is utilizing mismatched breakers. A qualified Electrician should evaluate the entire panel and breaker system, and make all repairs as deemed necessary for safe operation.”

Hard to tell from the photo but it appears that there are neutrals on the EGC bus in the upper left.
