To avoid an obstruction in the crawlspace a house had the exhaust vent running and dropping two feet below horizontal on a tankless gas water heater. Any recommendations regarding how to politely comment on this? It would appear that the installation was not done with a permit.

How do you know it was not done under a permit?

All condensing units have positive pressure venting. I don’t see a lot of tankless units, but many condensing furnaces can vent downhill and do not have to angle uphill. I would guess that it may be the same for condensing tankless water heaters. Check the installation instructions.
