Type of Shingle

Is anyone familiar with the shingle shown below? It’s a 12" x 36" shingle that consists of 3 layers. The bottom two layers are 12" x 36" and the top layer is 4" x 36" and appears to be where the fasteners are intended. The shingle isn’t divided into tabs.

Also, I’m relieved to see that this shingle seems to have also stumped a fair number of other people in the past.
