Unidentified roofing material

Hi All,
Pre-certified inspector here. I was on an inspection recently and came across this sublayer of a roof. I did not recognize the material.Can anyone identify what this material is? does? It was not metal and had a cloth like feel.

The material repeated every 4-5 feet up the side of the roof along the transition to the side wall on both sides of the house.

Including where (climate / Ice / snow / etc.) you are located.
Considering the proximity to the sidewall, and what appears to be another “exposure” about 4+ feet above the one shown, I assume it is a half-assed attempt as a flashing/ice shield of sorts!

It looks like it could be the synthetic roof underlayment that has a section that’s overlayed on the top of the shingles.

Unless I could come up with a legitimate reason why it would be installed like that, I would call it out as an improper installation.

I was leaning towards zinc strip for moss control, but seems like an odd place to put it?

I think you have a legitimate question. It is not a typical installation and is most likely a repair attempt.

Next, consider the consequences. What do you think they may be?

I’m located in CT.

I suspect they had leakage issues at that wall transition, and had the siding and shingles replaced, and upgraded the underlayment as a precaution.
