Venting near window

My neighbor just had a new hot water and furnace installed. It is a direct vent heater. It looks like they vented both right below the first floor kitchen window (maybe 3ft from the ground). I thought there would be some kind of code violation. We finally got some good neighbors and I want to make sure they are safe. Any thoughts? Thanks for your help.

Yes that does sound like a problem. The vent terminations should be at least 4’ below or to the side of operable windows.

The required distance from the vent termination to a window opening will be found in the manufacturer's installation instructions (that came with the appliances).
