Looks like a dryer vent to me. The marks on the concrete to the left, and creeping upward, may be moisture marks, like from humidity in the exhaust gasses from a clothes dryer.

If that is a pellet stove then that should be the combustion air intake. I see no stack out the top to vent the smoke. Is this stove in service or is it out of season for usage when inspection was done? With all the stuff on top of it seems like it would be to hot for them. Now if that is the is for venting the smoke then it has many problems code wise. Maybe the ex hubby is trying to say someting with this hook up.

I don’t know the technicalities of pellet stoves, I disclaim them. But I can tell you that this particular pellet stove appears to be a power venting pellet stove.
This type of power venting usually carries black ash, which is what you can observe on the outside siding. This stove uses a power fan that either pushes or pulls the gases out of the stove. The question is, are the proper
manufacturers vent pipes used under all that aluminum tape and where it is seen penetrating the wall?
