That stick out above wall framing is it calls (partition wall or curtain wall?

No Kevin Its’ not a knee wall or cripple wall.


I’ll try too explain it better.


The interior wall and ceiling is finish,Then you box in another 3 foot wall on top of that without a ceiling.So it look like a fort you could stand on an look over the wall.

What is the name of that 3 foot section of wall?

It’s called a parapet wall. Usually seen on flat roofs.
