Water Around Shutoff Valve

This is the second time I have seen this. Standing water around main water shutoff pipe.The first time was in an open pit in a crawlspace. This is in a slab foundation beneath the bathtub and behind a drywall access panel screwed down. No foul or offensive odors observed from the room itself until the panel removed typical stale water smell. Mostly concrete area but wood and drywall members a few feet above of course in the walls.

We have a high water table here in WV due to clay and sandy soil holding water as well as nearly every bit of land being a hill. It is difficult to avoid water in basements/crawl spaces.

My question is, is this due to the water table from the earth? Is it likely a leak? How exactly do I detail this as a defect and is this common in your area?

Note the c-clamp on the water pipe and the condition of the drain pipe for repairs/corrections as well as evaluate for leaks by a plumber. Then you can note the soil conditions as also a possibility for the source of the water if the plumber does not find a leak.

Is it likely a leak? Yes, but from where is really the question.

How exactly do I detail this as a defect and is this common in your area? Standing water was viewed behind the panel under the bathtub, unable to determine the leak source. Have a qualified Plumbing Contractor determine the source of the leak and make corrections as needed.
