Water heater in basement

Should there be a pan under a water heater that is ducted to out doors placed in a basement that would allow the propane gas to escape if it were to leak? I know in this area it is required for furnaces one would think that it would be required for water heaters.

You would have to check California title 24 for that. There is nothing in the IRC that requires it, but, as you know, Title 24 is much different than the IRC.


Oh yeah, California still recognizes the UMC/UPC. Neither of those require it either.
