It’s a temperature sensing gas shut-off valve that, along with a remote pressure only valve, can take the place of a TPR valve.

One advantage of this set-up is that the pressure relief valve can be mounted remotely (as long as there is no other valve/shut-off between it and the heater) enabling easier plumbing of the discharge line to an approved or more desirable location.
