Weep holes, Step flashing

Couple questions on a new build I did today. This is the front elevation roof over the front porch. Are weep holes along flashing allowed? Lets say snow builds up against the wall - That could be an issue.
Secondly should you shingle over step flashing?
Thanks for your help

Apron flashing!

It appears the apron and step flashing is behind the brick. That is not something I typically see in my area. I’m accustomed to seeing this flashing lapped up the side of the brick with counter flashing.

What’s the pitch of that roof?

Almost every home I inspect in my area has shingles installed over the flashing, for cosmetic reasons. Even over the vent and pipe boots. But they get glued down, looks like these ones were nailed, which just adds to the future potential for leaks

To follow what Daniel said, I see pretty much the same methods here. If nailed, I look for sealant around the nail heads (and call out for sealant if missing). Not a perfect solution, but better than fully exposed.
