Post #4 but I used the wrong terminology.
That was my observation. 16 or 18 gauge wires with spliced wire connectors.
Were splice wire connectors allowed in a electrical panel. ( I called them merretts. ) manufactures name.
Why where terminal splice connectors not used on the 4 awg…, or are they not allowed in a panel

That main feed 4 awg splices should have been done outside the panel in a separate enclosure and then new 4 awg feed wires run from that enclosure onto the new pannel.
Any one have any links on this?

Now follow my blue pen on the red feed . The main lead avoids the main shutoff breaker and goes to a doubled up120 or 240 breaker. Is this correct, complaint?

Are the split bolt connectors under that tape?

The way I see it the conductors come out of the meter and terminate in the main CB. The splices are for a feeder originating at the 2-pole CB on the top right.
