It looks like not enough combustion air (possibly). Flames will seek the oxygen and reach out of the chamber if the supply is low.

Is it in a closet? Did you look inside the chamber? The element may be deteriorated and burning improperly.

That looks like “flame rollout”. I’m not terribly familiar with it, but I think it refers to a burst of flame at start-up and can usually be taken care of with adjustments.

Without seeing the upper hood area or the internal area of the heating chamber it could be either-or, or both. Item to be concerned about it the fabric curtain in very close proximity (less than 6 inches) to the burner chamber and outer chamber door.

Thermostat set to almost High, lots of useage, fire safety recommendation to remove curtain, where's the drip tube?

The "dip tube" is hopefully inside the tank, but the TPR valve drain line extension surely isn't visible in the picture.

Yes Kevin, I know the “dip” is internal. Let me rephrase that then.

Where's the relief valve discharge piping? ![icon_rolleyes.gif](upload://iqxt7ABYC2TEBomNkCmZARIrQr6.gif)

Scorching could be poor draft, vent needs cleaning, or vent is condensating, maybe a whole house fan was running without any or little make air. IMHO

Did you check to see if the inner combustion shield is in place?
