3 year old compressor.
My guess is that it was a freon leak at some time and the black is from the oil. The system did cool fine at the time of the inspection.
Check out the way they installed the compressor.

The unit was relocated from the pad on the left of the picture. The black on the unit is probably from the torch used to connect the copper lines to the compressor.
