If those are the only windows in the bedroom I see two things, Jalousy window cannot be an egress window and security bars have no way to open from the inside.

There is an exception in IRC 308.4 regarding louvered windows. If I'm reading it right, they don't have to be safety glass (even when less than 18" above the floor) as long as the panels are no thinner than 3/16" and no longer than 48". KInd of moot here of course as the egress problems are the big issue.
