It is my belief that the sheathing on the SEC cables is cut to high. They should below the plastic arc shield on the main correct?

Look at one of the early editions of the NEC between 1962-1971, and I think the section was 384-9? Something about leaving a 1/4 inch at the termination in a panelboard, other than that the guy or gal was probably in a hurry, and may have been a DIY or wannabe electrician!
