2017 Build home, in the front yard was 2 pvc access pipes with no caps that were located within a few feet of the fire hydrant. I am just curious as to what they are ?

Could be some sort of curb stop or pressure regulator. Hard to believe any water service for the home would be so close to a hydrant, which btw would piss off fire fighters being buried like that.
No, this was about 2 1/2 to 3 ft below grade and could not reach it.
In the first picture, located just about 2 Ft to the left of the one you can see. At first i did not see the second one, It was later when discussing with buyer that i saw the second one.
It could be a B box or a corporation cock.

Brian’s got a good definition. It’s basically an underground valve requiring a key that’s usually mounted to a metal rod. The valve should be located below the frost line. It’s a main water shut off from the domestic main water supply.
Around here they are know as “curb stops”. And use the same specialty tool to operate. I’ve installed many corporation valves but we usually put them at the saddle tap right off the main out in the city street, then put the curb stop in just behind the curb line or sidewalk. Hence the name. Had one in the middle of a driveway today. The lid was all bent up and stuck so I couldn’t get a pic of the valve itself.
