The dryer receptacle is located on the floor in the laundry room. I put it in my report as a safety hazard since the possibility of water leaking from the washer over to the receptacle could easily happen.

Non-issue as long as it is secured.
As stated, this is a non issue as this is common in Florida.
Only thing that concerns me is the wire molding with the 12g NM wire that is free aired

Looks to me like that whole installation needs to be looked at. wiring, plumbing, venting, etc.
Looks like that dryer vent reduces to 3" from that picture.

Marcel, I did put in my report the reduction in the dryer vent size along with the additional twists and turns on the other side of that wall before it gets outside.

The outlet on the floor is common … non-issue. Other things there are an issue
