I doubt that the steel decking is adequate to support a concrete patio across that distance without some additional support under it. Fartherest I've ever seen steel decking run unsupported is five feet. That was in the mall's I used to work in. Add a live load, like a backyard barbeque guest list, to it and i'd be really worried.
Looks like stairstep cracking at top left under the window. Is that just a bad paint job or is moisture seeping thru the CMU.
Is that a garage door rail I see at right?
What's the white crap hanging off the decking. My first thought was dry wall mud, but don't know why it'd be there.
Don't often do it, but on this one I'd recommend consulting a structural engineer to ensure proper support of that patio.

As far as electrical, it should all be run in conduit using surface mount boxes etc. etc. This is a big code violation as is
