There is oil spilled on vinyl tiles that were laid over and underpayment and the wood floor that was under the underlayment is not exposed, only the underpayment is…would this a great toxic issue or can the oil soaked floor parts just be torn out and replaced safely?

Yeah, I put my glasses on and it did not get better. LOL
Replaced or painted over with a oil resistant paint could be a nice safety upgrade. 
And, yes, the pic is blurry for me, too.
