Based simply on a visual observation, it would be prudent to recommend further evaluation. It isn’t up to you to determine if this circuit is installed correctly.
At the very least, a red colored wire connected to a neutral and/or grounding terminal is an indication of work performed by someone other than a licensed electrician.

They are probably using the red wire to ground a 120 volt circuit that used to be a 220 volt w/no ground (like a window a/c ) If that's the case the red wire should be identified as such. green tape all the way to where it exits the panel. (Or you could strip all the insulation off). Or it was once a two circuit deal like for a disposal and one of the kitchen small appliance circuits. Or----

I agree it should be checked out by Mr. Sparky. I am just trying to understand the "whys" of how some things get done.
