I think these style of clamps are only rated for one conductor. As depicted, the image shows two conductors. Maybe loop the conductor through the clamp. Just a thought.

You’re correct. Only one conductor can be terminated at the clamp so either the conductor passes through the clamp unbroken as a single conductor (that’s if it fits with insulation) or two clamps can be used.
Also the words in the graphic that say cast bronze clamps should be removed unless it also says something like “for copper conductors only”. Those clamps are only permitted with copper conductors and not all bonding jumpers and GEC’s are copper. For aluminum GEC’s and bonding jumpers a clamp rated for AL conductors is required. It would be better to say that the clamp has to be listed for the pipe material as well as the conductor material.
